Swarnim Jayanti Mukhya Mantri Shaheri Vikas Yojana (SJMMSVY)

As part of the 50-year celebration of the States’ establishment, the state government has launched “Swarnim Jayanti Mukhya Mantri Shaheri Vikas Yojana” from the year 2009-10 to strengthen and upgrade the infrastructure facilities at city level.

Under Swarnim Jayanti Mukhya Mantri Shaheri Vikas Yojana, infrastructure projects related to water supply and underground drainage in the cities of the state are being taken up by the Gujarat Municipal Finance Board and the Gujarat Urban Development Mission.

  • Budget provision under SJMMSVY is as below:
    • Year 2009 to 2012 : Rs. 7000 Crore
    • Year 2012 to 2017 : Rs. 15000 Crore
    • Year 2017 to 2022 : Rs. 22615 Crore
  • State Share : 100 %

Under SJMMSVY, Gujarat Urban Development Mission has taken up following projects:

Water Supply Scheme:

Administrative approval was given to various water supply schemes amounting Rs. 1573 Crore to provide clean water in municipalities of the state. Out of 168 works related to water supply, 151 works are completed, 16 works are about to completed and 1 work is at tender stage.

Furthermore, to provide clean potable water on daily basis through tap connections, government has taken initiative under “Nal Se Jal”. Under this 35 projects have already been given principal approval from GoG.

Underground Drainage Scheme:

Administrative approval was given to various Underground Drainage schemes amounting Rs.5785 Crore to safely disposal of waste water in the municipalities of the state. Out of 185 works related to underground drainage, 168 works are completed, 10 works are about to completed and 07 works are at various stages of tender.

Further to this, to clean the waste water, provision of Sewage Treatment Plant (STP) has been planned in all the municipalities of the state. In 156 municipalities, 169 STPs have been planned. In which 43 STPs are completed, 98 STPs are under progress and 28 STPs are at various stages of tender as well DPR.

Nal Se Jal and Daily Water Supply

  • Nal Se Jal The Ministry of “Jal Shakti” has recently been set up by the Government of India, under which "Har Ghar Jal" campaign has been started to provide drinking water through the tap.
  • According to which, the state government has made a commitment to provide clean drinking water to all the families in the cities through taps on a daily basis.

Use of Renewable Energy “Solar Plants”

  • STP and WTP works have been carried out in the municipalities of the state.
  • In O&M of STPs and WTPs maximum expenditure incurred in Electricity Bill
  • In order to reduce Electricity Bill and to improve the economic situation of the municipalities and increase the consumption of solar energy, it is planned to set up solar plants in the premises of STP and WTP.

Chief Minister Urban Bus Service Scheme (CMUBS)

  • To support Urban Bus Services in Gujarat, Govt. of Gujarat has decided to provide Viability Gap Funds (VGF) to TA & ULBs
  • Fund will be part of Swarnim Jayanti Mukhya Mantri Shaheri Vikas Yojan (SJMMSVY) - a Govt of Gujarat flagship programme
  • The Scheme covers;
    • All 8 cities with Municipal Corporations and
    • All 22 Class A Municipalities with population of lakh plus.
  • Only operations cost with PPP mode will be part funded for a period of 7 years
